On April 15, 2025, the Intellectual Property Strategy Investigation Committee, Digital Contents Strategy Subcommittee was held at the headquarters of the Liberal Democratic Party. CODA Representative Director  Takero Goto and Hiroyuki Nakajima, Legal Director of CBEP (Cross-Border Enforcement Project), attended the meeting as expert witnesses. CODA has been invited to provide input to the Subcommittee on “countermeasures against online piracy” since 2018, and this was the sixth such occasion.

The session began with opening remarks from Subcommittee Chairman Takashi Yamashita and Investigation Committee Chair Takayuki Kobayashi, and was moderated by Taro Yamada, who serves as Chief Secretary of the Subcommittee.
This session focused on two themes: “Countermeasures against online piracy” & “The current state of anti-piracy efforts on the internet.” Following reports from various government agencies on their respective initiatives, Representative Director Takero Goto of CODA gave a presentation titled “The Current Status and Countermeasures Against Online Copyright Infringement Content.” In his remarks, he explained the specific initiatives and outcomes achieved through CBEP to date, highlighted the growing global popularity of Japanese content IP, and shared information on key projects that CODA intends to focus on in its anti-piracy efforts for the current fiscal year.
Attorney Hiroyuki Nakajima presented under the theme “The Current Situation Regarding Measures Against Piracy Websites,” in which he reported on the efforts undertaken in cooperation with CODA. He particularly focused on the damage caused by manga piracy websites and corresponding countermeasures, emphasizing the necessity of public-private cooperation in international enforcement.

The meeting was attended by representatives from relevant government agencies and members of the Diet. While it was acknowledged that anti-piracy efforts targeting domestic piracy websites have yielded some success and public awareness has entered a new phase, there was also strong recognition that piracy targeting overseas audiences is becoming increasingly severe. Lively discussions were held on a wide range of topics, including challenges related to international enforcement, the promotion of legitimate content distribution, and the responsibilities of advertisers and platforms.

On January 22, 2025, the Ministry of Foreign Affairs of Japan hosted the Intellectual Property Officers’ Conference for Chinese Overseas Missions online, where Takero Goto, Representative Director of CODA, delivered a lecture.

The Intellectual Property Officers’ Conference is held approximately twice a year, targeting countries and regions where counterfeiting and piracy issues are prevalent. The conference aims to enhance the capacity of overseas diplomatic missions in addressing intellectual property issues by facilitating information exchange among embassies and consulates. The second session of the Japanese fiscal year 2024 conference focused on China, which hosts the largest number of Japanese corporate offices and where combating counterfeit and pirated goods remains an urgent issue. At the same time, the effectiveness of copyright infringement crackdowns is steadily increasing in the country.

At the request of the Ministry of Foreign Affairs, Takero Goto provided an overview of the changing environment surrounding Japanese content in the digital and online era, as well as the complex challenges and issues related to anti-piracy measures. He then introduced successful enforcement cases in China, highlighting various hurdles that had been overcome as part of the Cross-Border Enforcement Project (CBEP). Additionally, he discussed the future direction of intellectual property rights protection, emphasizing the need to establish a coordinated enforcement framework for Japan’s globally renowned content IPs.

Approximately 30 participants attended the conference, including intellectual property officers from the Japanese Embassy in China and consulates general or offices in Shanghai, Guangzhou, Shenyang, Dalian, Chongqing, Qingdao, and Hong Kong, as well as representatives from the Ministry of Foreign Affairs, relevant government agencies, JETRO Beijing Office, and related companies and organizations. The conference served as a platform for information sharing on countermeasures against counterfeiting and piracy in China, leading to active discussions, Q&A sessions, and exchanges of opinions.

On January 21, 2025, the 6th Joint Meeting on Suppressing Advertising on Piracy Websites was held online.
This meeting was established in 2019 by CODA, JAA, JAAA, and JIAA with the aim of preventing advertising from being placed on piracy websites through coordinated efforts among relevant stakeholders. Since then, it has been held annually, making this the sixth session.
During the meeting, CODA, as a rights-holder organization, and JAA, JAAA, and JIAA, as advertising-related organizations, shared updates on the blacklist of piracy websites that they have been maintaining since 2018 to prevent these sites from being included as advertising destinations. Additionally, they discussed the current situation regarding fraudulent advertisements that attempt to evade these countermeasures, as well as the effectiveness of the measures implemented so far.
Committee members from each participating organization expressed appreciation for the collaboration between the content and advertising industries. They emphasized that this cooperation has established a system where both industries can quickly consult each other regarding increasingly complex and hidden issues, allowing for swift responses. As a result, the participants unanimously agreed to continue discussions and strengthen their cooperation moving forward.
The content and advertising industries will continue to work together to suppress advertising on piracy websites and will persist in implementing countermeasures to tackle this issue.

On January 21, 2025, a delegation consisting of 12 members of the GCC IP Advisory Council, 4 JETRO staff, and 1 staff member from the Japan Patent Office visited the Anti-Counterfeiting Association (ACA), which is engaged in public awareness activities to protect intellectual property and eliminate counterfeit goods in Japan. CODA also participated in the discussion meeting held during the visit.

Opinion exchange meeting

The GCC IP Advisory Council is an organization aimed at promoting the dissemination and awareness of intellectual property, comprising intellectual property rights-related groups from the five Gulf Cooperation Council (GCC) member countries: Bahrain, Kuwait, Oman, Saudi Arabia, and the United Arab Emirates (UAE). This time, the delegation visited Japan with the purpose of exchanging opinions with the International Intellectual Property Protection Forum (IIPPF), for which JETRO serves as the secretariat, as well as holding discussions with government agencies, companies, and intellectual property organizations.

During the discussion meeting, following the opening remarks, each member of the visiting delegation introduced themselves. Subsequently, Takero Goto, CODA’s Representative Director and ACA’s Secretary General, provided an overview of the background leading to the establishment of CODA and ACA, the activities of each organization, and the current state and challenges of combating piracy.
Delegation members raised numerous questions about CODA’s Automated Contents Monitoring Center including the number of personnel involved and specific operational methods, as well as the details of educational awareness activities conducted by CODA. Additionally, there was a request for the use of educational awareness programs in Arabic, demonstrating the delegation’s strong interest in CODA’s activities. The meeting turned out to be a highly meaningful exchange of ideas.

On December 18, 2024, the “Japan-China IP Copyright Protection Symposium,” co-hosted by CODA and the Copyright Society of China (CSC), was held in Beijing, China. This symposium marked the eighth seminar co-hosted by CODA and the CSC. As a Japan-China seminar organized under a project commissioned by the Ministry of Economy, Trade, and Industry (METI), this was the third such event in 2024, following two prior seminars in January.

The symposium featured presentations by experts in intellectual property (IP) from both countries, offering the latest insights into the state of the content industry, measures against copyright infringement, and real-world examples of copyright protection. Discussions focused on shared challenges and initiatives for protecting intellectual property in Japan and China.
Once again, the symposium provided a platform for the two countries to align their perspectives on IP protection, foster exchanges in the field, and engage in productive discussions on strengthening future collaborations.
The event was conducted in a hybrid format, combining an in-person venue in Beijing with online participation from Japan. Approximately 50 participants attended the venue, including government officials, rights holders, industry representatives, legal professionals, and educators. Around 40 participants from CODA member companies joined online from Japan. Additionally, the CSC’s live stream attracted approximately 1,000 viewers.

The symposium opened with Mr. Sun Yue, Vice-Chairman and Secretary General of the CSC, serving as the moderator. Mr. Yan Xiaohong, Chairman of the CSC, delivered the opening remarks. Mr. Masato Usui, Minister of Culture, Embassy of Japan in China, also addressed the audience.

Takero Goto, Representative Director of CODA, delivered a presentation titled “CODA’s Efforts to Address Copyright Infringement.” He introduced the rise of content IP in the Japanese content market and the current state of infringement resulting from it. He also explained recent cases focusing on CODA’s international enforcement project (CBEP) and emphasized the importance of international collaboration and cooperation.

This symposium provided an important opportunity to address new challenges in the content industry, including advancements in AI technology, and to share perspectives on copyright protection and future prospects as the content industry enters a new phase.

This activity was conducted as part of a project commissioned by the Ministry of Economy, Trade, and Industry (METI).

From December 20, 2024, over the course of three days, the “2024 International Content IP Industry Development Conference – IP Plus” was held in the Pudong New Area of Shanghai, China. At the invitation of the organizing committee, CODA Representative Director, Takero Goto, delivered the keynote speech.

This event was co-hosted by the Shanghai International Resort Management Committee, the Pudong New Area Bureau of Culture, Sports, and Tourism, the Pudong New Area Intellectual Property Bureau, and the Shanghai Copyright Association. Under the theme “The Power of IP – Innovation and Development of Content IP,” the event aimed to further advance the rapidly growing content IP industry in both China and the world.

The event was attended by approximately 500 guests over three days, including representatives from the National Copyright Administration of China (NCAC), the Chinese government, major Chinese IT and digital companies, and many other stakeholders. Additionally, numerous members of the media, including newspapers, television stations, and online platforms, gathered, making the event a resounding success.

At the opening ceremony on December 20, welcoming addresses were delivered by officials such as Mr. Tang ZhaoZhi, Deputy Director General of the National Copyright Administration of China (NCAC). This was followed by the announcement of the 2024 Content IP Market Development Index and a report on the content IP industry. The event also featured an award ceremony recognizing works that contributed to the development of the IP industry, including the 2024 Original IP Awards, creating a lively and celebratory atmosphere.

CODA Representative Director, Takero Goto, delivered the keynote speech at the conference held on December 21. Titled “The Current State and Future Prospects of the IP Business in Japan,” his presentation highlighted the recent rapid growth of the content IP market in Japan and globally, driven by rising popularity. He also addressed the accompanying piracy issues, introducing specific recent examples of anti-piracy measures, particularly CODA’s International Enforcement Project (CBEP). Takero Goto emphasized the importance of international collaboration and cooperation in addressing these challenges.

The event also featured diverse exhibitions showcasing the vibrancy and potential of China’s content IP industry. It provided a strong impression of the industry’s vitality and created opportunities for enhanced collaboration among participants, companies, and nations.

On December 12, 2024, CODA hosted an online event to announce the results of the “Digital Etiquette for Teens CREATIVE AWARD 2024.” Out of 175 submissions received from across Japan and overseas, the winners of the Grand Prize and other awards were announced.

Judging Results Announcement Event

The event began with an opening speech by Mr. Satoru Hayasaka, Deputy Director of the Culture and Creative Industries Division, Commerce and Service Industry Policy Group at the Ministry of Economy, Trade and Industry (METI). In his remarks, he emphasized the significance of the AWARD in the ever-expanding world of digital content, where technology and ways of enjoyment continue to evolve.
Following this, the judges participated in a talk session on the theme of the AWARD, “#The Digital Society is Freedom.” During the discussion on “The Freedom and Possibilities of Expression in the Digital Space,” Head Judge Ms. Ellie Omiya stated that “the digital world transcends time and space, offering infinite possibilities for expression.” Judge Ms. Sara Giusto added, “By breaking conventional ideas through digital expression, we can expand and deepen human connections.”
In the session titled “What is Important to Enjoy Freedom,” Mr. Yoshikuni Noda emphasized, “Since the digital society, like the real world, involves people, it is important to use our imagination.” Ms. Ellie Omiya commented, “Even in the digital world, we need to go back to basics and remember that there are people behind every creation. No one creates something with the intent to harm others.” Ms. Sara Giusto stressed, “Like in the real world, the digital society also has its own rules. We need to take the opportunity to learn these rules more seriously.” These discussions deepened the audience’s understanding of the importance of social norms and the role of digital etiquette in ensuring that the digital society can be enjoyed freely, responsibly, and respectfully.

Afterward, thirteen entries that had passed the first round of selection were presented. Judge Mr. Tetsuo Maeda shared comments on the submissions, and other judges also provided evaluations, sharing their thoughts on the works that left a strong impression on them. The feedback expressed high praise for the originality and creativity demonstrated by the participants.

The Grand Prize winner will have the opportunity to participate in a special session with Head Judge Ms. Ellie Omiya, who is also a professional creator. On December 12, 2024, CODA Representative Director, Takero Goto, delivered a lecture at the “2024 JAMRA Seminar & Networking Event” organized by the Japan Merchandising Rights Association (JAMRA). The event was held at the TKP Ichigaya Conference Center in Shinjuku, Tokyo.

JAMRA was established in 1977 with the aim of protecting rights related to character merchandising. It conducts seminars on themes related to the character business, promotes personal networking, and raises awareness of counterfeit countermeasures.
Since 2018, this seminar and networking event has been held regularly, marking its 16th iteration this year. The topic, “Countermeasures Against Piracy Overseas for Japanese Content,” was chosen based on participant feedback from past seminars, where this was identified as a high-priority area.

At JAMRA’s request, Takero Goto of CODA delivered a comprehensive lecture covering the evolving environment surrounding Japanese content in the digital and online era, the increasing complexity of piracy countermeasures, and successful case studies from the international enforcement project (CBEP) that overcame various challenges. He also emphasized the need to establish a collaborative enforcement system for Japan’s world-renowned content intellectual property (IP).
Approximately 20 JAMRA member companies attended the seminar. Questions were raised about the current status of copyright certification managed by CODA’s Beijing office and legal challenges under copyright law when dealing with infringing goods.

The networking event that followed provided a valuable opportunity for JAMRA members, including authors, publishers, television broadcasters, film production companies, advertising agencies, program production studios, and licensees, to exchange opinions and share information regarding Japanese content.

The 18th Asia Intellectual Property Symposium was held on November 27, 2024, at the Nikkei Conference Room in Chiyoda, Tokyo. The event was organized by Nikkei Inc. and co-hosted by the Ministry of Economy, Trade, and Industry (METI), the Anti-Counterfeiting Association (ACA), and CODA. The symposium, launched in 1998, focuses on promoting the protection of intellectual property and the elimination of counterfeit products. This year marked its 18th installment.

The program of the day began with opening remarks by Mr. Akira Amari, Advisor to the Research Commission on Intellectual Property Strategy of the Liberal Democratic Party. In his speech, he addressed the need to reboot Japan’s new Cool Japan strategy to promote the overseas expansion of Japanese content. He emphasized the importance of public-private collaboration, international partnerships, and global enforcement in combating piracy, and highlighted the necessity of advancing policies to establish a sustainable ecosystem for content creation.
This was followed by a presentation on efforts by relevant government agencies. Ms. Hoshie Shinozaki, Intellectual Property Protection Officer attached to the Director for Economic Crimes Investigation at the National Police Agency, delivered a lecture titled “Current Status of Crackdowns on Intellectual Property Rights Infringements.” She provided an overview of the current state of enforcement against intellectual property rights infringements, illustrating the discussion with concrete examples, and highlighted the challenges derived from these cases.
Next, Mr. Norihiko Seki, Director of the Culture & Creative Industries Division at the Ministry of Economy, Trade, and Industry, gave a lecture titled “Cool Japan Strategy in the Digital Era.” He discussed the current state of policies aimed at promoting the overseas expansion of Japanese content and shared insights into efforts to address challenges related to piracy and the promotion of content distribution abroad.

Next, a discussion titled “The Transforming Content Industry Through the COVID Era” was held between Mr. Tetsuo Maeda (attorney, Somei, Maeda & Nakagawa Law Offices) and Takero Goto (ACA Secretary General / CODA Representative Director).
First, Takero Goto presented on the post-pandemic environment surrounding Japanese content. He discussed CODA’s international enforcement project (CBEP), implemented with the support of the Ministry of Economy, Trade, and Industry. Topics included countermeasures against piracy websites, examples of successful crackdowns that overcame various challenges, and the economic effects achieved through CBEP’s efforts. Following this, Mr. Tetsuo Maeda joined the discussion to cover a wide range of topics. These included identifying piracy website operators, criminal crackdowns under CBEP, and measures and initiatives involving collaboration with various countries.

Next, Mr. Felix Avellan (Operations Coordinator pro tempore, IP Crime and Digital Piracy Unit, INTERPOL) and Mr. Ferhat Cakmak (Criminal Intelligence Officer, INTERPOL), invited from France and Singapore respectively, delivered a lecture titled “Cybercrime in the Intellectual Property Field and International Cooperation.”
Mr. Felix Avellan spoke about INTERPOL’s role in coordinating law enforcement efforts among its 196 member countries to combat international crime. He introduced tools for managing international crime databases and emphasized the necessity of international collaboration to tackle global crimes. Mr. Ferhat Cakmak discussed the I-SOP (Interpol Stop Online Piracy) project, which focuses on combating online copyright infringement. This project, supported by the South Korean government, was presented alongside specific case studies of successful crackdowns led by INTERPOL’s Online Copyright Infringement Unit.

Finally, under the theme “Roadmap to Reviving a Nation Built on Intellectual Property,” presentations were delivered by Ms. Grace Kim (Senior Vice President, FirstBrave) and Mr. Koji Hihashi (Chief Manager, Intellectual Property Administration, Legal Department, Corporate Management Group, TOHO) on their respective companies’ initiatives for intellectual property protection.
This was followed by a panel discussion joined by Mr. Tetsuo Maeda and Takero Goto. The discussion reflected on the past year’s efforts in intellectual property protection and anti-piracy measures. Topics included shifts in awareness of intellectual property protection in countries where infringement occurs, balancing content distribution and protection in the IP business, trends in legal debates on AI and content, and the future outlook for Japan as it aims to reinvigorate itself as a nation built on intellectual property.

On November 13, 2024, the “2024 International Seminar in Response to Global Piracy” hosted by the Copyright Overseas Agency (COA) of Korea took place at the Convention & Exhibition Center (COEX) in Seoul, South Korea. CODA participated in the seminar upon invitation from COA. Since its establishment in 2017, COA has held these international seminars annually, with CODA participating every year.

The seminar aims to bring together experts from various countries in the fields of content and copyright to share experiences and insights and to build a common understanding for addressing piracy effectively. Against the backdrop of increasingly severe global copyright infringement issues, it is crucial for rights holders from different countries to engage in collaborative discussions and establish consensus on appropriate countermeasures.

Under the theme “The Diversity of Online Copyright Infringement and Its Countermeasures,” the seminar began with keynote speeches by Mr. Alessandro Barreto, Director of the Cyber Operations Laboratory at Brazil’s Ministry of Justice and Public Security, and Mr. Sang Hyeok Im, Partner at Korea’s Shin & Kim Law Firm and Auditor for COA. These were followed by six presentations by speakers from South Korea, Japan, the United States, Brazil, and Vietnam. Each presentation was accompanied by lively Q&A sessions, fostering active exchanges of ideas.

CODA Director of Overseas Copyright Protection, Masaharu Ina, delivered a presentation titled “CODA’s Recent Anti-Piracy Efforts and Collaboration with Overseas Enforcement Agencies.” The presentation highlighted CODA’s achievements in its International Enforcement Project (CBEP), launched in 2021. It addressed various challenges and issues in combating piracy in the digital and online era and underscored the importance of public-private and international cooperation.

The seminar was attended by several individuals with close ties to CODA in the field of anti-piracy. From South Korea, Mr. Han Kyoo Jo and Mr. Sang Hyeok Im from COA, the organizers of the seminar, participated. From the United States, Mr. Michael Schlesinger from the Motion Picture Association (MPA) was present. From Japan, Mr. Atsushi Ito from Shueisha Inc. and the Authorized Books of Japan (ABJ) took part. From Brazil, Mr. Alesandro Barreto, Director of the Cyber Operations Laboratory at the Ministry of Justice and Public Security, as well as Mr. Edson Taro Nakajima from IP House, contributed to the discussions. Their presence made the event a meaningful opportunity for strengthening relationships and fostering closer collaboration in the future.
