On April 15, 2025, the Intellectual Property Strategy Investigation Committee, Digital Contents Strategy Subcommittee was held at the headquarters of the Liberal Democratic Party. CODA Representative Director  Takero Goto and Hiroyuki Nakajima, Legal Director of CBEP (Cross-Border Enforcement Project), attended the meeting as expert witnesses. CODA has been invited to provide input to the Subcommittee on “countermeasures against online piracy” since 2018, and this was the sixth such occasion.

The session began with opening remarks from Subcommittee Chairman Takashi Yamashita and Investigation Committee Chair Takayuki Kobayashi, and was moderated by Taro Yamada, who serves as Chief Secretary of the Subcommittee.
This session focused on two themes: “Countermeasures against online piracy” & “The current state of anti-piracy efforts on the internet.” Following reports from various government agencies on their respective initiatives, Representative Director Takero Goto of CODA gave a presentation titled “The Current Status and Countermeasures Against Online Copyright Infringement Content.” In his remarks, he explained the specific initiatives and outcomes achieved through CBEP to date, highlighted the growing global popularity of Japanese content IP, and shared information on key projects that CODA intends to focus on in its anti-piracy efforts for the current fiscal year.
Attorney Hiroyuki Nakajima presented under the theme “The Current Situation Regarding Measures Against Piracy Websites,” in which he reported on the efforts undertaken in cooperation with CODA. He particularly focused on the damage caused by manga piracy websites and corresponding countermeasures, emphasizing the necessity of public-private cooperation in international enforcement.

The meeting was attended by representatives from relevant government agencies and members of the Diet. While it was acknowledged that anti-piracy efforts targeting domestic piracy websites have yielded some success and public awareness has entered a new phase, there was also strong recognition that piracy targeting overseas audiences is becoming increasingly severe. Lively discussions were held on a wide range of topics, including challenges related to international enforcement, the promotion of legitimate content distribution, and the responsibilities of advertisers and platforms.

On March 21, 2025, a tour of TOEI TOKYO STUDIOS was conducted for 11 students who received special awards and other honors at the “Digital Etiquette for Teens CREATIVE AWARD 2024,” held at the end of 2024.

This tour was made possible with the cooperation of TOEI COMPANY, LTD., a CODA member, as a special prize for the winners of the AWARD Special Prize (sponsor awards). Additionally, students who passed the initial screening and expressed interest were also given the opportunity to participate. The purpose of the tour was to provide students, who engaged in creative production through their participation in the AWARD, with firsthand experience of the professional filmmaking environment at TOEI TOKYO STUDIOS—home to numerous classic films and dramas. By witnessing professional content production, the tour aimed to deepen their understanding of the importance of content rights.

Participating Students

The day began with a welcome speech in the screening room from Mr. Ryosuke Kijiya, the studio manager of TOEI TOKYO STUDIOS. During this session, Mr. Kijiya presented a trophy to Kyoka Iguchi from Takada High School in Niigata Prefecture, who received the Special Award.
Following this, the students were introduced to the history and overview of the studio through a presentation with video materials. The students listened intently and actively engaged with questions such as, “What is essential in fostering an ideal team where different departments communicate effectively?” and “In an era where AI is making video production more accessible, what is the value of content that takes time and effort to create?” Through these discussions, they deepened their understanding of the extensive collaboration required in studio operations.
Next, the students toured various facilities within the Digital Center, including the offline editing (preliminary editing) room, sound editing room, MA (sound mixing) room, grading (color correction) room, online editing (final editing) room, foley (sound effects) room, and the theater. Throughout the tour, they were introduced to the different technical processes involved in film and television production.
Furthermore, they visited the virtual studio, which utilizes cutting-edge CG/VFX digital filmmaking technologies, and TOEI ZUKUN LABORATORY, where research and development of new expressive techniques such as motion capture are conducted. The students, who have a strong interest in creative fields, were captivated by these advanced technologies and deeply inspired by the experience.

Through this tour, the students were able to witness firsthand how countless creators and staff members dedicate vast amounts of time, resources, research, development, and passion to content creation.
We hope that this tour has provided the students who participated in the AWARD with a deeper understanding of the importance of the content industry and creators’ rights.

On February 26, 2025, CODA implemented the PBL-based educational program “Digital Etiquette for Teens” at SMI Al-Amin Kemaman Junior and Senior High School in Chukai, Terengganu, Malaysia. This program, which CODA has been promoting since March 2023, aims to foster proactive understanding of content and intellectual property rights.
The implementation of this program overseas marks the second case since its first execution in November 2024 at a public high school in Sweden, where a Japanese educational program was utilized in an overseas educational setting for the first time.

SMI Al-Amin Kemaman Junior and Senior High School is a private Islamic school located on the east coast of Malaysia in Terengganu State. This time, 21 students from junior high school first grade to senior high school third grade participated in the “Digital Etiquette for Teens” program. Even before this session, teachers at the school had already been incorporating the program into their lessons.
In the classes at SMI Al-Amin Kemaman Junior and Senior High School, the English version of the “Digital Etiquette for Teens” program was used. First, students learned about what content is, what copyright is, and the issue of piracy. After that, they were divided into groups to discuss and research cases such as “Does copyright apply to AI-generated works?” Finally, they gave presentations on their findings.
Although the class consisted of both junior high and senior high school students, they actively participated in discussions, exchanging lively opinions while preparing their presentation materials.

The teacher in charge of the lesson gave highly positive feedback, stating, “Since the regular curriculum does not include topics on copyright, it was very meaningful for students to learn about the importance of copyright and the content industry from a real-world perspective.” They also noted, “The materials featured Japanese-style character designs, which made it easier for students to engage with them.”
Students also shared many impressions, such as, “It was very interesting to learn something that we don’t usually study in school,” and “Since we use AI and create videos outside of school, this was an important lesson relevant to our own lives.”

Two years have passed since CODA began offering its educational program. CODA has implemented the program in numerous schools across Japan. Additionally, starting in November 2024, CODA began attempting to implement the program overseas. Following the implementation in Sweden last year, the program has now been successfully introduced in Malaysia.
The theme of online content distribution and protection is an important issue not only in Japan but globally. In particular, it is crucial for teenagers living in the digital age to deepen their understanding of content and creators through education. This will support the foundation of the content industry in each country and, ultimately, contribute to global legitimate distribution.

In the efforts to implement the program in Sweden and Malaysia, CODA’s “Digital Etiquette for Teens” has garnered strong interest from schools, teachers, and students. Moving forward, there is growing anticipation for further collaboration and partnership with various countries in these educational and awareness initiatives.
CODA will continue to take effective measures in content protection and anti-piracy efforts in the digital society.

On February 11, 2025, the Public Security Bureau of Shijiazhuang, Hebei Province, arrested a man from Liaoning Province, China, on suspicion of copyright infringement for operating the pirated website “ZzzFun” (zzzfun.one) and an Android smartphone app of the same name, which distributed Japanese anime and other content to Chinese domestic users.

Through a search of the suspect’s home conducted on October 15, 2024, and subsequent interrogations, authorities discovered that since 2022, the man had been operating the pirated website “ZzzFun” and its app without authorization from rights holders, distributing a large volume of Japanese anime and other content. He also used the website to direct users to the app. Furthermore, he had illegally uploaded approximately 1,800 episodes of Japanese anime to both the website and the app without permission from the rights holders. It was also confirmed that, through the operation of “ZzzFun,” the suspect had illicitly earned approximately 330,000 yuan (about 7 million yen, as of February 2025) in advertising revenue before his arrest.

This case was initiated after CODA’s Beijing office filed a criminal complaint with the Public Security Bureau on behalf of Japanese rights holders in May 2024. The request to pursue criminal action was made by a total of 13 companies: Aniplex Inc., KADOKAWA CORPORATION, King Record Co., Ltd., KODANSHA LTD., SHOGAKUKAN Inc., SQUARE ENIX CO., LTD., TV TOKYO Corporation, TOEI ANIMATION CO., LTD., TOHO CO., LTD., NIKKATSU CORPORATION, Happinet Phantom Studios Co., Ltd., Fuji Television Network, Inc., PONY CANYON INC.
For the criminal complaint, each rights holder cooperated by using CODA’s Rights Inquiry Database*, which has been in operation since March 2023, to verify the damages caused by “ZzzFun” and support the legal proceedings.

In recent years, online piracy cases that target local audiences in foreign countries rather than Japanese users—so-called “overseas-originated and overseas-targeted” piracy—have been increasingly recognized as a growing issue. Japan’s Intellectual Property Strategy Headquarters has identified this issue as an urgent priority in its “Intellectual Property Promotion Plan 2024”, emphasizing the importance of addressing it.
Thanks to the swift investigation by the Hebei Public Security Bureau, the operator was quickly identified and subsequently arrested. CODA, in cooperation with its member companies that have suffered damages, will continue to closely monitor the case, including developments in further investigations and the criminal trial, and will seek strict criminal punishment for the suspect.

*The CODA Rights Inquiry Database is a system designed to enable accurate and rapid responses to investigation requests from the Chinese Public Security Bureau and other authorities by confirming whether CODA member content has been infringed in China, as well as checking ownership and authorization status of the content.

On January 22, 2025, the Ministry of Foreign Affairs of Japan hosted the Intellectual Property Officers’ Conference for Chinese Overseas Missions online, where Takero Goto, Representative Director of CODA, delivered a lecture.

The Intellectual Property Officers’ Conference is held approximately twice a year, targeting countries and regions where counterfeiting and piracy issues are prevalent. The conference aims to enhance the capacity of overseas diplomatic missions in addressing intellectual property issues by facilitating information exchange among embassies and consulates. The second session of the Japanese fiscal year 2024 conference focused on China, which hosts the largest number of Japanese corporate offices and where combating counterfeit and pirated goods remains an urgent issue. At the same time, the effectiveness of copyright infringement crackdowns is steadily increasing in the country.

At the request of the Ministry of Foreign Affairs, Takero Goto provided an overview of the changing environment surrounding Japanese content in the digital and online era, as well as the complex challenges and issues related to anti-piracy measures. He then introduced successful enforcement cases in China, highlighting various hurdles that had been overcome as part of the Cross-Border Enforcement Project (CBEP). Additionally, he discussed the future direction of intellectual property rights protection, emphasizing the need to establish a coordinated enforcement framework for Japan’s globally renowned content IPs.

Approximately 30 participants attended the conference, including intellectual property officers from the Japanese Embassy in China and consulates general or offices in Shanghai, Guangzhou, Shenyang, Dalian, Chongqing, Qingdao, and Hong Kong, as well as representatives from the Ministry of Foreign Affairs, relevant government agencies, JETRO Beijing Office, and related companies and organizations. The conference served as a platform for information sharing on countermeasures against counterfeiting and piracy in China, leading to active discussions, Q&A sessions, and exchanges of opinions.

Joint Meeting on Suppressing Advertising on Piracy Websites

On January 21, 2025, the 6th Joint Meeting on Suppressing Advertising on Piracy Websites was held online.
This meeting was established in 2019 by CODA, JAA, JAAA, and JIAA with the aim of preventing advertising from being placed on piracy websites through coordinated efforts among relevant stakeholders. Since then, it has been held annually, making this the sixth session.
During the meeting, CODA, as a rights-holder organization, and JAA, JAAA, and JIAA, as advertising-related organizations, shared updates on the blacklist of piracy websites that they have been maintaining since 2018 to prevent these sites from being included as advertising destinations. Additionally, they discussed the current situation regarding fraudulent advertisements that attempt to evade these countermeasures, as well as the effectiveness of the measures implemented so far.
Committee members from each participating organization expressed appreciation for the collaboration between the content and advertising industries. They emphasized that this cooperation has established a system where both industries can quickly consult each other regarding increasingly complex and hidden issues, allowing for swift responses. As a result, the participants unanimously agreed to continue discussions and strengthen their cooperation moving forward.
The content and advertising industries will continue to work together to suppress advertising on piracy websites and will persist in implementing countermeasures to tackle this issue.

On January 18, 2025, the Kyoto Shimbun hosted a workshop titled “Learning About Copyright – What Future Creators Should Value” at the Aeon Mall KYOTO Koto Hall in Minami Ward, Kyoto City. CODA was invited to participate as a lecturer at this event.

This workshop is part of the Kyoto Shimbun’s annual “Illustrating Stories” contest, which has been held since 1971. Now in its 54th year, the contest encourages participants to express their impressions of a book through art. Given its theme of “reading books (engaging with copyrighted works)” and “creating illustrations (producing new works),” the contest also includes related events that promote awareness about copyright.
This year’s workshop targeted elementary school children and their parents, providing an opportunity to learn about copyright. Yuguchi, CODA’s Director of Project Management, participated as a lecturer, representing CODA’s efforts to promote education and awareness regarding intellectual property rights and the legitimate distribution of content.

During the workshop, the children began by introducing their entries for the contest, sharing details about the books they had read and the scenes they chose to illustrate. Following this, they learned about topics such as “What is a copyrighted work?” They also explored the idea that, as creators themselves who made illustrations, their works are considered copyrighted materials.

Next, the workshop featured a group activity where parent-child pairs took on the perspectives of both creators whose rights were violated and consumers who inadvertently infringed on those rights. They discussed “Why is it wrong?” and “What can we do about it?” This exercise encouraged participants to internalize these issues, reflect on them personally, and actively share their thoughts as a group.
At the end of the workshop, participants shared positive feedback, such as, “It was very easy to understand and enjoyable,” and, “I would love for this to be held in elementary schools as well.”

On January 21, 2025, a delegation consisting of 12 members of the GCC IP Advisory Council, 4 JETRO staff, and 1 staff member from the Japan Patent Office visited the Anti-Counterfeiting Association (ACA), which is engaged in public awareness activities to protect intellectual property and eliminate counterfeit goods in Japan. CODA also participated in the discussion meeting held during the visit.

Opinion exchange meeting

The GCC IP Advisory Council is an organization aimed at promoting the dissemination and awareness of intellectual property, comprising intellectual property rights-related groups from the five Gulf Cooperation Council (GCC) member countries: Bahrain, Kuwait, Oman, Saudi Arabia, and the United Arab Emirates (UAE). This time, the delegation visited Japan with the purpose of exchanging opinions with the International Intellectual Property Protection Forum (IIPPF), for which JETRO serves as the secretariat, as well as holding discussions with government agencies, companies, and intellectual property organizations.

During the discussion meeting, following the opening remarks, each member of the visiting delegation introduced themselves. Subsequently, Takero Goto, CODA’s Representative Director and ACA’s Secretary General, provided an overview of the background leading to the establishment of CODA and ACA, the activities of each organization, and the current state and challenges of combating piracy.
Delegation members raised numerous questions about CODA’s Automated Contents Monitoring Center including the number of personnel involved and specific operational methods, as well as the details of educational awareness activities conducted by CODA. Additionally, there was a request for the use of educational awareness programs in Arabic, demonstrating the delegation’s strong interest in CODA’s activities. The meeting turned out to be a highly meaningful exchange of ideas.

From November 11, 2024 (Monday), CODA conducted a three-day PBL-based educational program, “Digital Etiquette for Teens,” at Balder High School in Skellefteå, Sweden. This program has been promoted by CODA since 2023 in Japan to foster an active understanding of content and copyright issues.
Balder High School is a public school in Västerbotten County, northern Sweden. It serves a culturally diverse student body, including those from Sweden, neighboring countries, Eastern Europe, and Africa. Students from various grades (1st to 3rd years) and courses participated in the “Digital Etiquette for Teens” program.

The program was translated into English by librarian Mr. Anton Söderlund at Balder High School and conducted in a mix of English and Swedish. The sessions were held in courses such as social sciences, technology, electrical and energy studies, and the International Baccalaureate (IB) program. During the classes, students actively engaged in quizzes, group discussions, and other activities included in the program. Their lively participation demonstrated keen interest in the topics presented.
Teachers from various courses gave very positive feedback. One teacher commented, “I think many students realized through this lesson that copyright is something that concerns all of us.” Another teacher remarked, “The students found it fascinating because it connected to their lives, and their reactions were excellent. Talking to them after the lesson, they seemed very grateful for the workshop.” A different teacher added, “I don’t think there are any specific suggestions for improving this program in Sweden—it’s already fantastic.”
Students also shared their thoughts, demonstrating a deep interest in and understanding of copyright and the issues related to infringement. One student noted, “The discussion about how far copyright applies, particularly in relation to AI art, was incredibly interesting.” Another said, “I learned that we should never share videos found online without permission.” A third student reflected, “The YouTuber I admire, who has millions of followers, might have had their work stolen if copyright didn’t exist.” Because of the school’s diverse student body, discussions also emerged after the lesson comparing how copyright is enforced in their home countries. Students from the United Kingdom, El Salvador, India, Turkey, and Sweden shared their perspectives, reflecting on the extent to which copyright is protected in each of their countries.

As an educational and awareness initiative aimed at proactively learning about piracy issues and content rights, CODA planned and developed this program for use in schools in 2023. Since then, the program has been implemented in schools across Japan. This marks the first time that a Japanese educational program has been applied in Sweden, a country renowned for its strong education system, advanced use of ICT (Information and Communication Technology), and emphasis on diversity and independence in education.
CODA remains committed to steadily advancing its efforts in content protection and anti-piracy measures within the digital society.

On December 18, 2024, the “Japan-China IP Copyright Protection Symposium,” co-hosted by CODA and the Copyright Society of China (CSC), was held in Beijing, China. This symposium marked the eighth seminar co-hosted by CODA and the CSC. As a Japan-China seminar organized under a project commissioned by the Ministry of Economy, Trade, and Industry (METI), this was the third such event in 2024, following two prior seminars in January.

The symposium featured presentations by experts in intellectual property (IP) from both countries, offering the latest insights into the state of the content industry, measures against copyright infringement, and real-world examples of copyright protection. Discussions focused on shared challenges and initiatives for protecting intellectual property in Japan and China.
Once again, the symposium provided a platform for the two countries to align their perspectives on IP protection, foster exchanges in the field, and engage in productive discussions on strengthening future collaborations.
The event was conducted in a hybrid format, combining an in-person venue in Beijing with online participation from Japan. Approximately 50 participants attended the venue, including government officials, rights holders, industry representatives, legal professionals, and educators. Around 40 participants from CODA member companies joined online from Japan. Additionally, the CSC’s live stream attracted approximately 1,000 viewers.

The symposium opened with Mr. Sun Yue, Vice-Chairman and Secretary General of the CSC, serving as the moderator. Mr. Yan Xiaohong, Chairman of the CSC, delivered the opening remarks. Mr. Masato Usui, Minister of Culture, Embassy of Japan in China, also addressed the audience.

Takero Goto, Representative Director of CODA, delivered a presentation titled “CODA’s Efforts to Address Copyright Infringement.” He introduced the rise of content IP in the Japanese content market and the current state of infringement resulting from it. He also explained recent cases focusing on CODA’s international enforcement project (CBEP) and emphasized the importance of international collaboration and cooperation.

This symposium provided an important opportunity to address new challenges in the content industry, including advancements in AI technology, and to share perspectives on copyright protection and future prospects as the content industry enters a new phase.

This activity was conducted as part of a project commissioned by the Ministry of Economy, Trade, and Industry (METI).
